In order to thoroughly implement the spirit of the Opinions of the Central Committee of the Communist Party of China and The State Council on Promoting the Development and Growth of the Private Economy (Zhongfa (2023) No. 15) and support the high-quality development of the private economy, the following implementation opinions are proposed in combination with the actual situation of our province。

一、总体要求

以习近平新时代中国特色社会主义思想为指导,深入贯彻党的二十大精神,忠实践行习近平总书记在新时代推进东北全面振兴座谈会上的重要讲话精神和视察吉林重要讲话重要指示精神,认真落实省委十二届四次全会精神,坚持稳中求进工作总基调,完整、准确、全面贯彻新发展理念,加快构建新发展格局,着力推动高质量发展,坚持社会主义市场经济改革方向,坚持“两个毫不动摇”,加快营造市场化、法治化、国际化一流营商环境,优化民营经济发展环境,依法保护民营企业产权和企业家权益,全面构建亲清政商关系,使各种所有制经济依法平等使用生产要素、公平参与市场竞争、同等受到法律保护,引导民营企业通过自身改革发展、合规经营、转型升级不断提升发展质量,促进民营经济做大做优做强,在全面建设社会主义现代化国家新征程中作出积极贡献,推动吉林全面振兴率先实现新突破。

二、持续优化民营经济发展环境

4.完善信用激励约束机制。加强经营主体信用信息公示,相关部门可将信用信息作为经营主体参加评优评先参考依据。开展严重违法失信行为专项治理,强化信用约束。进一步规范信用修复工作,助力企业重塑信用。

6.优化个体工商户转企业相关政策。进一步简化行政许可审批服务流程,提高办事效率。推进“个转企”政策落实,建立“个转企”培育库,全程提供指导服务。各相关部门、金融机构支持“个转企”企业依法延续享有原个体工商户相关权益。

7.加强民营企业破产案件审理工作。We will improve the mechanism for identifying bankrupt enterprises, carry out bankruptcy reorganization and bankruptcy reconciliation for enterprises that meet the conditions for bankruptcy acceptance but still have development prospects and salvage value, and help private enterprises on the verge of bankruptcy shake off the burden, recover vitality and return to the market。

三、加大对民营经济政策支持力度

8.拓宽民营中小微企业融资渠道。We will make good use of structural monetary policies such as re-lending and rediscount, increase credit to private, small and micro enterprises, set loan interest rates appropriately, and lower financing costs。Banking financial institutions should not blindly withhold loans, withdraw loans, cut off loans, or pressure loans to private micro, small and medium-sized enterprises that meet the conditions for renewing loans. 四、强化民营经济发展法治保障

20.推动建设法治民营企业、清廉民营企业。We will improve the system of inclusive and prudent supervision and law enforcement, encourage enterprises to actively improve their law-based operation and management, and prevent and reduce violations of laws and regulations。推动全省市场监管系统明确合规改革范围和具体程序,深入开展合规改革工作。For the enterprises involved in the application of corporate compliance according to law, actively guide the implementation of compliance construction, increase the proportion of third-party supervision and evaluation mechanism, and actively, steadily, standardized and orderly promote the compliance reform of the enterprises involved。In accordance with the law, the punishment of corruption such as embezzlement, embezzlement of funds and bribery by staff of private enterprises will be intensified, and a system and mechanism for preventing and controlling corruption at the source of private enterprises will be established。

五、着力推动民营经济实现高质量发展

27.推动民营企业数字化转型和技术改造。推动规上工业企业加快实施智能化改造和数字化转型。鼓励民营企业参与工业互联网创新应用,助力制造业数字化转型。选树一批“吉林省民营企业数字化典型”。引导民营企业积极推进标准化建设,指导商会、企业创建团体标准。鼓励民营企业加大生产工艺、设备、技术的绿色低碳改造力度。对符合条件的绿色化改造项目给予专项资金支持,组织民营企业创建省级绿色制造体系。

六、促进民营经济人士健康成长

38.培育尊重民营经济创新创业的舆论环境。加强对优秀企业家先进事迹宣传报道,增强企业家的荣誉感和社会价值感。营造鼓励创新、宽容失败的舆论环境和时代氛围。倡导社会对民营经济人士合法经营中出现的失误失败给予理解、宽容、帮助。
